About Jason Winkler
Jason Winkler has been considered an innovator in engineering, communications, and environmental industries with a pioneering career reflecting strong leadership qualifications coupled with hands-on experience. He has provided technical expertise for eprograms or projects in nine countries and foreign territories including the United States, Japan, Thailand, Federation of the Northern Mariana Islands, American Samoa, Malaysia, Brunei, Indonesia, and Oman. He quickly adopted the use of emerging technologies to reduce client costs, become more accurate, and provide stronger management.
Working closely with clients, executive management, and technical teams, Mr. Winkler, continues to build robust and sustainable strategies, designing, developing, and deploying engineering solutions to complex technical and operational problems. Mr. Winkler has worked in management roles supporting all aspects of a project from business development to project closure; from technical including review and design to client and community relations. Projects managed include a broad range of environmental projects including environmental remediation, emergency response, site investigation, munitions response, environmental compliance, environmental management systems, air quality, and greenhouse gas. He has extensive experience supporting commercial, industrial, and federal clients with assessment and remediation of toxic releases and provides an in-depth understanding of land development and management, contaminated land management, environmental compliance, ISO 14001, and software development and implementation for environmental issues.

Client Account Manager: As Client Manager, Mr. Winkler is responsible for the management of all project related company operations and to achieve operational business goals for company, specifically profit and losses, and client line staff utilization goals in relations to United States Air Force civil engineering programs and projects. Current projects are being conducted on Omaha USACE, Environmental Construction Operations and Services 2009 (ECOS09), Worldwide Environmental Remediation Construction 2009 (WERC09) contracts with backlog revenue at $20MM USD in yearly revenue. He is specifically responsible for providing technical expertise, budgeting, staffing, mentorship, contracting, building and maintaining client relationships, and scheduling. He manages Program/Project review process with regular, consistent reviews of operational, technical, quality and financial performance. Minimizes project write downs, prepare monthly revenue forecasts, and provides authorship for components of the yearly business plan. He holds Division Managers, Program Managers and Project Managers accountable for project performance and ensures corrective action plans are developed and tracked as necessary. Mr. Winkler currently manages all business relationships and legal entities including several Joint Ventures as far as administration, contracts, quality and financial performance as committee member. In addition, Jason assists in monthly financial close by delivering timely input on forecasts and financial projections and implements industry-standard quality system across multiple service offerings. Mr. Winkler supports and prepares proposals, including pricing and technical and management writing reviews, as requested. Systems included to manage the program included Microsoft Sharepoint, ESRI Geographic Information Systems (GIS), Deltek, AutoCADD, Microsoft Project, and Microsoft Visio. He is specifically responsible for providing technical expertise, budgeting, staffing, mentorship, contracting, building and maintaining client relationships, and scheduling. Projects include Unexploded Ordnance Construction Support, Power Plant Decomissioning, Performance Based Remediation, Natural Resource Management Plan, Title V, Air Emission Inventories, Environmental Management Systems, Long Term Monitoring and Operations, and construction.

Founder: A void of guidance documentation in native languages for environmental problems was noticed during Jason’s travels and work in developing nations. It is this need that the idea for Environment Guru, Inc. was born; to find environmental information, organize it to make it easier to understand, and distribute it to the world in as many languages as possible. The objective was to increase the awareness of environmental issues that exist all around us. Today Environment Guru is one of the top viewed environmental news sources in the world with only 50% of the traffic from the Unitied States. As lead architect of the 18th most viewed Environmental Science News website in the world, Mr. Winkler has learned first-hand what it takes to increase traffic and revenue with minimal investment or capital. The site generates immense traffic with over 60 different ways to access the site's data including email, feeds, facebook, twitter, linked in, and the collaborative web interface. Developed in .net with a MSSQL data backbone, EnvironmentGuru has had increased success due to long hours of research and testing of different SEO strategies. This project has gained him experience with JQuery, Javascript, css, HTML, C#, T-SQL, vb.net, web analytics, AJAX, RSS, ATOM, XML, and XSLT. Keys to website growth include a large social networking campaign with numerous twitter, facebook, and linked in accounts for different topic areas and in-depth understanding and continuing research for Search Engine Optimization techniques. Mr. Winkler was also lead for web analytics using Google analytics. In addition, Jason as part of this project Mr. Winkler reviewed cloud platforms and implemented a complete Amazon Cloud solution using S3, E2, Cloudfront, and Route 53. Revenue for the site is driven by an Open-x advertising platform and historically used Google Adsense. Jason also conducted advertising campaigns to increase traffic using Ad-words.

Senior Engineer to Program Manager: As a Senior Engineer and then later Program Manager for AECOM, Jason provided overall management and program level support for contaminated land remediation including UXO, Environmental Compliance and construction including ensuring proper resources are available, cost tracking, proposal review, technical advisor, permitting, and logistical support for multiple concurrent task orders. To provide the client with the required support, Mr. Winkler provided the strategy of using Core Teams, increasing the overall client relationships and satisfaction. He suported projects in Japan, Thailand, Oman, Indonesia, American Samoa, Federation of the Northern Mariana Islands, Brunie, and Malaysia. In addition, Mr. Winkler supports developing the strategic vision and business development initiative, competitor analysis, capture plans, proposals, and qualifications. Specific Tasks include providing management and technical interface with client staff; providing oversight and supervision of day-to-day operations; review and approval of all proposals to assure contract compliance and accurate and achievable scope schedule and budget; applying appropriate resources to projects; assuring appropriate training is available to program staff; coordinated with project managers to develop, maintain, and implement employee development and succession plans; implemented cost savings documentation; maintained a database including project status key performance indicators, safety, and finance. Projects included Geophysical Surveys for Unexploded Ordnance, Emergency Response, Low-Level Radioactive Sites, Oil Spill Emergency Management, Environmental Remediation including deep soil mixing, hydrogen release comound, and numerous removal actions, ISO 14001, Environmental Managment Systems, Landfill Greenhouse Gas Surveys, construction, air emission inventories, CERCLA preliminary assessments and site investigations, triad based site investigations, field implementation training, real-time sampling, and air monitoring.

Founder: Was founder and primary architect for Infolocks, Inc. the developer of the cryptgine software suite that provided encryption secutiry application programming interfaces for software development. The team later developed two products to be sold to the mainstream which included an archiver like Winzip, secure file delete, and windows plug-in that allowed for encryption/decryption of a file by adding a function to the windows context menu when right clicking on a file. The API set allowed for plug-in based encryption routines. This allowed for different clients or governments to use their own encryption algorithms. The different packages were developed using visual basic, C++, installshield, Windows API, assembly, and object oriented principles.

Founder: Directed Research and Development of telephony communication software used at several fortune 500 companies including Safeway, INTEL, and Smart and Final. Managed multiple simultaneous projects, successfully meeting all budgets and timeframes. Developed and maintained key relationships with investors, partner, and clients. Architected and provided software design using database and XML driven software and web applications. Lead and coordinated a cross-functional design team; maintain a goal oriented environment while facilitating boundary questioning and creative thinking. Created corporate standard operating procedures which all software and web development activities followed. Help to develop patents and strategize on innovative tools such as voicemail to email, email to voicemail, and pharmacy ordering system. Brought the company from startup to sale to a major logisitics company.

Professional Engineer: Project engineer for site investigations and remediation for over 166 contaminated land sites at Vandenberg AFB. Working closely with the client and local regulators over 80% of the sites were closed with limited sampling and/or interim remedial actions. Remediation System Optimization. Conducted performance optimization and monitoring of soil vapor extraction, bio-venting, and groundwater pump and treat systems at Goerge AFB. Included groundwater treatment system operation and maintenance and management of large groundwater monitoring program consisting of over 120 wells. Conducted quarterly operations and maintenance operations of the TCE groundwater treatment plant. Lead a large scale well abandonment project at GAFB inkling more than 150 wells. The treatment plant consisted of screens, air strippers, and GAC units. Soil Vapor Extraction (SVE) Design. Provided engineering design support for design of a SVE system for a large fuel release site at Mather AFB.

Associate Engineer: Remedial Investigation and Remediation, Various Locations. Assisted engineering team with planning documentation and reporting for remediation projects for both the Omaha and Tulsa Total Environmental Restoration Contracts (TERCs). Jason Developed plans, presented site information to stakeholders, prepared AutoCAD maps and figures, preparation of safety and health plans for contaminated and explosive soils, inputted groundwater model parameters, conducted human health risk calculations for metals, evaluation of remedial technologies for explosive contaminated soil and sediments, and designed the air monitoring system for Corrective Action Management Unit for metal contaminated sites. Plutonium Storage Vault Design. Prepared management directives and operating procedures contractually required by the Department of Energy for $1 billion design and construction of Savannah River Plutonium Storage vault.Root Cause Assessment. Conducted a Root Cause Assessment for construction non-conformities at a plutonium storage vault at Rocky Flats Environmental technology site for the Department of Energy. Hydroelectric Relicensing Environmental Impact Reports. Assisted data gathering and providing calculations for Environmental Impact Reports (EIR) for re-licensing of hydroelectric power plants for the Federal Energy Regulatory Commission (FERC). Worked at the FERC in Washington DC to design and implement a centralized database of technical drawings for hydroelectric plants in the Pacific Northwest. Implemented a GIS system for multiple geographically distributed sites.
